CISA and the City of Detroit to conduct Full-Scale Emergency Exercise at the District Detroit Sports Venues April 26

The Cybersecurity and Infrastructure Security Agency (CISA), in coordination with City of Detroit, county, state, and federal public safety agencies, and private sector partners, will conduct a full-scale emergency exercise on Wednesday, April 26, 2023, to test the emergency response plans to a complex coordinated attack impacting multiple sports venues in the District Detroit. 

The exercise scenario will involve multiple simulated incidents around Comerica Park, Ford Field, and Little Caesars Arena.  The exercise will assess core capabilities, including on-scene security and protection, mass care services, situational assessment, public information and warning, and operational coordination. 

The proximity of Detroit’s three professional stadiums within less than a one-mile footprint presents a unique opportunity to test the response capabilities to incidents impacting multiple sites.  The exercise has been designed to test the preparedness of the stadiums, Q-Line, and federal, state, and local emergency responders in order to protect the safety of patrons, workers, residents, and visitors in the event of a real-life emergency.

"The District Detroit full-scale exercise provides a valuable opportunity to assess the interagency coordination and public safety response to multiple incidents, and to identify potential areas of improvement," said Hilton Kincaid, Deputy Director, Detroit Homeland Security & Emergency Management.   

Residents are requested to avoid the exercise area during the duration of the exercise. 

“In an emergency situation when lives are on the line, every second counts. Responders must assess the situation and take action at a moment’s notice. Full-scale exercises, like what we’re doing this week in Detroit, help them do just that by creating a safe, but realistic, environment to practice response plans and procedures,” said Lisa Beury-Russo, Associate Director for CISA Exercises. “By bringing together our federal, state, local, and private sector security partners, we’ll be better prepared to keep bystanders, spectators, players, and staff safe should an actual security incident occur.”

Street and QLINE closures

Southbound lanes of Woodward Avenue will be closed from Sproat to Henry Street.

Due to a training operation, QLINE service will be limited on April 26 beginning at 9 a.m. and continuing until approximately 1 p.m. QLINE service will run short Southbound to the Sproat station. Northbound service will start at Adelaide. The Montcalm, Grand Circus Park, Campus Martius, and Congress stations will be closed during the training operation.
