Angelique Tomsic

Angelique (Angel) Tomsic is the HIV/STI Programs Director at the City of Detroit Health Department, since July of 2019. Prior to her current position, Angel served as the Fiscal Specialist for the Ryan White Part A program.

Angel has worked in the field of HIV for over twenty years. From 2007-2019, Angel worked at UNIFIED-HIV Health and Beyond where she served as the Interim President/Chief Executive Officer, Vice President of Programs & Operations, and before that as the Case Management Director.

From 2000-2007, Angel worked at the then City of Detroit Department of Health and Wellness Promotions as the Ryan White Grant Monitor, Contract & Grants Specialist and Care Coordinator. Angel has a strong commitment to the HIV Community within the City of Detroit, including both clients and service providers!

Akilah Benton, MPH

Akilah is the Ending HIV Epidemic Manager for the City of Detroit Health Department.

Akilah is a public health professional with extensive experience working with persons living with HIV, both domestically and abroad. A proud Detroiter, Akilah earned a Bachelor of Science in Anthology from Wayne State University where she also became a member of Delta Sigma Theta Sorority Incorporated. While receiving her Master's in Public Health from The University of South Florida , Akilah's passion for innovatively addressing determinants to health grew. Akilah has a considerable amount of experience in non-profit leadership having previously served as Vice President of Community Engagement for one of Michigan's leading AIDS Service Organizations. With over a decade of experience working in the HIV field, she has been extremely successful in grant procurement, community mobilization, program development and implementation. Through her consistent commitment to encouraging honest dialogue, Akilah continues to use her platform to positively address systematic, structural, and social barriers affecting our most marginalized communities and ensuring key populations are meaningfully involved.

Keith Hughes

Keith is a Senior Public Health Educator for the Ending the HIV Initiative at the City of Detroit Health Department.

Keith is so excited to be a part of the team in efforts to End the HIV Epidemic. He was born and raised in Detroit with a caring and passionate response to the needs of his brothers and sisters. Keith comes from a background where sexual health and trauma is not a discussion among our families and peers. He became passionate in HIV/STI work when he became impacted by HIV back in 2008. His first opportunity to help with change was with the REC Boyz (Real Enough to Change) and became the voice of those within the LGBT Community on empowering our communities. by increasing accessibility to better health outcomes and reducing stigma by engaging the community in holistic conversation around Sexual Health. Keith has also graduated from the African American University under the cohort of the Black AIDS Institute . His drive and passion are to get the community to a place where conversations about sex is no longer a taboo.

Miglena Mihaylova, CHES

Miglena is the Physician Detailer for the Ending of the HIV Initiative at the City of Detroit Health Department.

She graduated with a Bachelor of Science in Public Health and minors in Community Health and Spanish from Wayne State University. She is now a graduate student in the Master of Public Health program at Wayne State University with a concentration in Public Health Practice. Miglena is CHES® certified, so she utilizes her Health Education Specialist skills to be both an Educator and an Advocate in her work to help address the HIV epidemic. After serving as a sexual assault crisis intervention advocate and working for the disability resources department at Michigan State University, Miglena understands how important educating patients in advocacy is to facilitate informed decision-making and therefore improve their health outcomes. Miglena is an immigrant, and that part of her identity informs her practice in remaining inclusive in language and cultural sensitivity. Her professional philosophy hinges on disseminating accessible and culturally relevant knowledge and knowing that each individual is deserving of a high degree of health and wellness in proportion to their dignity.

Blair Carter

Blair Carter is a Senior Public Health Educator for the Ending the HIV Initiative at the City of Detroit Health Department.

Blair was born and raised in Detroit. She graduated from Wayne State University with a Bachelor's degree in Public Health. Her passion has always been to help people and to improve individuals lives whether that be on a personal level or a systemic level. Blair has worked in a plethora of public health disciplines such as infant and maternal health, HIV/STI, and youth development. She enjoys making a difference in her community and having an input on her community; That is why Blair is also a member of the Southeastern Michigan HIV/AIDS Council (SEMHAC). She is excited to be working with the Detroit Health Department and creating projects to improve the lives of Detroiters.
