The HUD-administered Community Development Block Grant (CDBG) program allows costs for the rehabilitation of public facilities. Eligible grantees may use funds for construction, reconstruction, rehabilitation, and/or installation. The program aims to alleviate social concerns of low and moderate-income persons. National objectives for the program include, but are not limited to, payment for urgent needs, blight removal, and urban renewal completion initiatives.

The City of Detroit Housing and Revitalization Department (HRD) requests applications from nonprofits operating public serving facilities to obtain assistance with creation of a Master Rehabilitation Plan (Master Rehab Plan) for their facility. A master rehab plan will identify and prioritize capital needs of the nonprofit’s facilities. Applicants with multiple locations must submit a separate application for each location. Awarded organizations will receive assistance from a City of Detroit contracted Owner's representative to create a Master Rehab Plan outlining their facility capital needs, which can be used when submitting future applications to HRD Notice of Funding Availability (NOFA) opportunities. HRD will publish a NOFA in 2023, providing organizations the opportunity to apply for funding for projects that support ADA improvements to public serving nonprofit organizations with facilities located in the City of Detroit. Having a comprehensive Master Rehab Plan will be included as part of the scoring award criteria for the NOFA.

Housing and Revitalization Department
The City of Detroit's Housing & Revitalization Department offers economic development programs and opportunities through its partners at the Detroit Economic Growth Corporation (DEGC) and Detroit Employment Solutions Corporation (DESC).
The Neighborhood Beautification Program (NBP) provides grants to Detroit-based block clubs, neighborhood associations, nonprofit organizations, and faith-based organizations to carry out a project on up to four vacant lots in their community. Funded with $4.75 million from the Neighborhood Improvement Fund and the American Rescue Plan Act, the NBP offers grants of $500 to $15,000 for community gardens, public space improvements, and clean-up activities.
